Texas Cities Adopting the 8% TMRS Employee Contribution Rate

Texas Cities Adopting the 8% TMRS Employee Contribution Rate
As cities across Texas continue to adjust compensation and retirement benefits, one change that has gained momentum is the adoption of the 8% employee contribution rate under the Texas Municipal Retirement System (TMRS).
Based on a recent response to an open records request submitted to TMRS, 36 cities have adopted the 8% employee contribution rate since September 1, 2025, with effective dates of October 1, November 1, or December 1, 2025. In addition, the City of Corpus Christi has elected to participate in the 8% employee contribution option effective January 1, 2026.
This update is especially relevant for police officers comparing departments, where retirement benefits can be just as important as starting pay or top-out salary.
What Is the TMRS 8% Employee Contribution Rate?
(And why police officers should care)
Under TMRS, cities may choose different employee contribution rates (typically 5%, 6%, or 7%). Moving to an 8% contribution rate means employees contribute more toward their retirement each paycheck.
While this results in a slightly larger deduction today, it often leads to stronger retirement benefits over the course of a career—particularly when paired with competitive city matching ratios. For many cities, adopting the 8% rate is part of a broader effort to stay competitive in recruitment, retention, and long-term officer benefits.
Cities That Have Adopted the 8% Rate
According to TMRS, the following cities have implemented the 8% employee contribution rate during the final quarter of 2025:
• Aledo
• Aubrey
• Blanco
• Borger
• Bullard
• Canton
• Clarendon
• Clarksville City
• Crandall
• Dayton
• Eagle Lake
• Hallsville
• Hamilton
• Hico
• Hudson Oaks
• Ingleside
• Lucas
• Malakoff
• Melissa
• Merkel
• Montgomery
• New Fairview
• Palmer
• Primera
• Providence Village
• Robert Lee
• Shady Shores
• Silsbee
• Sinton
• Smyer
• Stinnett
• Sundown
• Surfside Beach
• Waller
• Winona
• Brownsville PUB
• Corpus Christi (effective January 1, 2026)
Why This Matters for Police Officers
Retirement benefits remain a major factor when officers compare departments—especially in North Texas, where agencies are constantly competing with neighboring cities for experienced officers. While salary often gets the most attention, TMRS contribution rates and city matches can significantly impact long-term earnings.
Departments that move to an 8% rate are often signaling a commitment to stronger retirement benefits. Over a 20–25 year career, this can translate into a substantial difference in retirement income.
If you’re aware of additional TMRS changes or upcoming benefit updates—especially within the DFW area—feel free to share them. Keeping this information current helps everyone make more informed decisions when comparing departments across Texas.
